1.3.4 breaks collectives ( and text ) app

With nextcloud-l10n upgraded to 1.3.4. collectives opens an empty page (See screenshots in cypress summary nextcloud/collectives#1866).

Console logs the following error:

The locale in question is en

tries to add an empty set of translations for it.
