Fixed in commit c451926.

The backport was missing TODO ON RELEASE comment removals from 10 files that were either in the original PR but not applied, or are stable33-specific files with the same pattern. All remaining TODO ON RELEASE comments have now been removed since conf.py auto-handles version URL replacement at build time.
