Fixed the backport in f094db3. The following was addressed:

1. Missing file changes: Added the TODO ON RELEASE comment removals from 7 files that were in the original PR but missing from the backport: admin_manual/apps_management.rst, admin_manual/index.rst, admin_manual/configuration_user/two_factor-auth.rst (remaining TODO), developer_manual/client_apis/OCS/ocs-taskprocessing-api.rst, user_manual/desktop/index.rst, user_manual/files/deleted_file_management.rst, and user_manual/groupware/sync_ios.rst

2. [skip ci] removed: Amended the HEAD commit to remove the [skip ci] line from the commit message.

Note: In stable32, admin_manual/occ_command.rst covers the content from both admin_manual/occ_apps.rst and admin_manual/occ_files.rst (which don't exist in this branch), so those were correctly handled. The 7 remaining files with TODO ON RELEASE that were NOT touched are not part of the original PR — they appear to be stable32-specific additions.
