partial e2ee setup breaks with error 500

Steps to reproduce

1. Create a folder (MKCOL)
2. Mark it as encrypted as per RFC
3. At this point try to load the parent folder of step 1

Expected behaviour

Show folder content (mark that folder as encrypted)

Actual behaviour

All WebDAV fails with error 500 because the metadata file is not yet available.

Server configuration

Nextcloud 33 with Julius docker env.

It broke after upgrade to Nextcloud 33. Tested on Fedora nextcloud-client installed from rpm (3.17.4) and from Flatpak (4.0.6).
I removed all E2E configuration and ancrypted folders on clients and the server and set it up again from the scratch. Still broken.
