Add option to carry out polls based on "Systemic Consensus"

Some larger societal groups (e.g. ecogood.org) use the voting method of "Systemisches Konsensieren" (I dont know the English term) to make decisions in large groups. Further (German) info, see: https://www.sk-prinzip.eu/methode/

The method allows participants to create their own options to vote for, and asks them to indicate their "resistance" against each option.

Since its a pretty effective way to vote on highly polarized topics, I would love to see it in Nextcloud :)

Smells like some work. Sounds interesting, but needs a concept first to not break the logic of polls or could be a separate poll app.

Consensus works as mutual agreement:

• Agree
• Stand Aside
• Block

Example: You are asking twelve people to reach agreement on whether you can build a wall. [fyi: This works when the idea has been discussed and proposed to everyone involved over about a week, then it moves to consensus.] It isn't that everyone has to agree, just that no one blocks. Blocking is absolute and Standing Aside just means you don't want to agree.

So, this encourages communication. Here is an example where everyone either agrees or stands aside except one person named Bob, who is blocking.

Bob says: I block the wall because I don't want to clean up the mess left behind.
You say: I've already organized a group of volunteers who will build everything and clean up within the next two or three weekends.
Bob: I remove my block and stand aside instead. Good luck.

Consensus is reached! If any blocks remain, consensus does not pass. Usually people have a couple weeks to consense and may change their choice at any time between Agree, Stand Aside, and Block until the poll finally closes.

This would require answerSequence to be adjusted to have it the doodle way [emptyString, 'yes', 'maybe', 'no'] or [emptyString, 'yes', 'no'] if maybe is not allowed. Et cetero censeo an emptyString/Vote needs to be selectable.
Then the problem of 'systemic consensus' becomes easy, you just count the number of actual 'no' votes and consensus is reached if nays < 1.
