Avoid confusing about "maybe" votes, when a limit is set

What is going wrong? What did you observe?

If you are allowing maybe votes and limit the yes votes to 1, as voter you can:

• give only one vote if you check one box with a yes vote,
• give unlimited maybe votes and one yes vote, if you set the yes vote last

How should it work?

Either there should be the option

• to give only one vote total
• give one yes vote and unlimited maybe votes; even if you don't set them last
• to configure separate limits for maybe votes.

Only the "yes" votes are limited and cause the blocking of other vote cells, the "maybe" votes don't.

The main reason, why these cells are still clickable is, that if the limit gets reduced by the owner, a user has to be able to change his votes, if there are more non "no" votes than allowed after the limit change.

So the limiting works, but we are here in the trap of a technical debt which for sure is solvable anyhow. This is just a small UX flaw. It is easily avoidable by disabling "maybe" votes, while using a limit.

I will rename the title of this issue and put a UX label to it. Maybe sometime, we will solve this, but this will have no priority.
