fixes #4003

Allow users to transfer own polls to another user

  • Action button in the poll configuration
    grafik
  • Action in the action menu in the poll list
    grafik
  • Initiate the transfer via a new dialog
    Image
  • The old owner will get a notification about the transfer
    grafik
