fix vote indicator and confirmed option#4180

- vote indicator was missing opt-out indicator if poll was closed
- added a blocked indicator for locked options (was empty before)
- indicator for confirmed options was lost
- confirmed option became a background to emphasize them
- the counter was turned into a confirmed indicator
- changed the sticky item with shadows into a grid with explicit shadow areas to avoid unwanted side effects on element background changes
