[Bug]: Visibility setting of profile content behaves inconsistenly

Bug description

Some values from my profile are visible to not logged-in users while others are not even that the visibility is set in both cases to "local"

Steps to reproduce

Tested on c.nc.com with my profile: https://cloud.nextcloud.com/u/bjoern

This is the setting:

Both are shown to people not logged-in.

Other fields, e.g. Fediverse or location are also set to "local"

but are not shown on the profile page for not logged in users

Expected behavior

Consistent behavior where I can decide what visitors of my profile page can see or can not see

Just thinking about what's the right behavior. Looking at the description of "local" and the lock-icon, the expected behavior is probably that only logged-in user (regular and guests) can see it, right?

In my case I want to have stuff like our company address visible for non-logged in users. But therefore we might need a complete different setting "public". Or allow to chose "publish" also without a lookup server. Because as it is now, I have no chance to make anything visible on the profile page for non-logged-in users.

Meanwhile @CarlSchwan pointed me to the fact that the profile visibility is actually handled under "Profile visibility" when you scroll down on the same setting page. Quite confusing and maybe worth to think if it would make sense to merge this to settings... but no longer a bug in my opinion.
