docs(adr): note plugin-command alternative and lint/LSP reuse for nextflow tree
Per review (bentsherman): record `nextflow plugin nf-tree:run` as a delivery alternative that can reuse the lint command's parsing infrastructure, and cite the language server's WorkspacePreviewProvider as the closest prior art in the implementation sketch. This can start as a static parser feature that reuses the `lint` command's script-parsing infrastructure rather than re-implementing parsing. The language server's [`WorkspacePreviewProvider`](https://github.com/nextflow-io/language-server/blob/main/src/main/java/nextflow/lsp/services/script/WorkspacePreviewProvider.java) already assembles the project tree for the editor outline and is the closest prior art; `nextflow tree` can converge on shared APIs as they become public.

- Should `nextflow tree` live in core CLI or a plugin first? It could instead be delivered as a plugin command (`nextflow plugin nf-tree:run`) reusing the `lint` command's parsing infrastructure, which would decouple it from the core release cycle and allow faster iteration. This ADR still prefers core CLI as the eventual home, because the feature depends on parser semantics and should be discoverable to agents without project-specific setup — but a plugin command is a viable way to prototype it first.
