This PR updates the SARS-CoV-2 dataset changelogs to reflect newly designated Pango lineages for the SC2 dataset snapshot referenced in the PR description.

- Add a new top-of-file changelog entry describing inclusion of 36 newly designated Pango lineages (2026-04-16 through 2026-06-08).
- Include an expanded
<details>list of the newly included lineages and their designation dates. - Apply the same changelog update across the Wuhan-Hu-1 (proteins/orfs) and BA.2.86 dataset directories.
