does this file need to be that big? can't we have a subset of it?

This is simply a copy a "chr21/genome.fasta" but without "chr" prefix
It is hard to subset it without making it less re-usable

But as this a simple contig renaming, maybe I could achieve that with seqkit replace ? https://bioinf.shenwei.me/seqkit/usage/#replace

or any other tool used for sequence stuff we have samtools I think which you could use in the setup block of your test
