fix typed SVG HMI property updates

Route observed attribute mutations through the generated SVG-HMI property setters so number, boolean, color, and string parameters consistently use their declared types and refresh dependent bindings through one path.

Treat boolean host attributes as false when absent, true when empty or explicitly true, and false when explicitly set to the text value false.

Expose SVG-HMI parameter group and description metadata through the designer property service.

Bump the package version to 1.5.0, update the Node, TypeScript, and web-dev-server development tooling, and refresh the lockfile.
