Could be an OIDC issue? That is the only thing that changed in the release recently (#3197). I've used OIDC on other repos in the same way and haven't hit any issues. And the logs don't point to anything OIDC specific, so I'm still investigating.

I did publish the 11.4.0 release manually from my local machine so that it wouldn't be missing while I figure this out.
