My Mac is in French, but App Store is in German, as see on the screenshot.

Also, I've registered aN Apple ID Account, but can't use it because: to more uses with this Mac!

Just checking that you've checked your system language settings, and iCloud was registered in France.

Another possiblity is that you live near the French / German border and your IP address appears as in Germany so apple has set you to German?
You could also try a VPN to change your IP which will mask your location.

Ok, let me know how it goes.
Your language settings and app store settings are different settings (don't ask me why, it's an apple thing).
App store requests your language preferences from iCloud and not your local system. iCloud uses your IP approximate location to determine language settings. I had similar issues with I was in Paris, my language swapped between English, French and German.
