chore: fix npm audit vulnerabilities

- Upgrade @11ty/eleventy to v3
- Upgrade rimraf to v6
- Upgrade ESLint to v10 and typescript-eslint to 8.56
- Remaining 10 high severity are dev-only (acceptable risk)
