feat: add license and registry configuration schemas

- Introduced LicenseMetricType, FeatureSchema, PlanSchema, and LicenseSchema for license management.
- Added RegistrySyncPolicySchema and RegistryConfigSchema to define registry configurations.
- Implemented comprehensive tenant management with TenantSchema, TenantQuotaSchema, and various isolation strategies.
- Developed tests for tenant schemas and isolation strategies to ensure validation and compliance.
