Remove obsolete report compiler test and update docs

Deleted the report-compiler.test.ts file from packages/types/test as it is no longer needed. Cleaned up and trimmed documentation in docs/spec/index.md and docs/spec/metadata-format.md to remove outdated or redundant sections.
