docs: Update ROADMAP_CONSOLE.md — Phase 11-13 marked L3 Complete

Mark all L1/L2/L3 features as done for:
- Phase 11: Grid & Table Excellence
- Phase 12: Record Detail & Navigation
- Phase 13: Kanban & Views Enhancement

Update header, phase sections, feature tables, execution timeline,
and success metrics checklists.
