fix: add missing cache configurations to CI workflows

- Add Turbo cache to test and e2e jobs in ci.yml
- Add Playwright browser cache to e2e job in ci.yml
- Add Playwright browser cache to storybook-tests.yml
- Optimize browser installation with conditional steps
