Updates specfile versions and hashes. With a patch fix for libobs-metal

Description

This updates the buildspec source versions and the hashes. There is no hashes provided for source archives and need to be downloaded first.

There is a configure issue for macos due to the requirement of adding Swift language to libobs-metal. There is a patch provided until obsproject/obs-studio#13250 is added to the source archive.
