I am confused. From what I am reading here, we will need two approval rounds?
- 4.2. Draft. Each Pre-Draft document of a Working Group must first be Approved to become a "Draft Specification".
- 4.3. Working Group Approval. [...] it will Approve that Draft Specification and progress it to "Approved Specification" status.
How will we do that?

I'm not sure I get the question. :)
By... approving the spec? BTW that process is separate from the main approval process and has nothing to do with approving changes to the spec. Hence, the wording |

What this PR does / why we need it
Because of the new license it might not be immediately clear how the approval process works for maintainers. I'm adding a MAINTAINERS.md file to clarify that process and why it's needed and which sections of the license are relecant for it.
