chore: bump VERSION to 0.24.2-dev (#1507)

Update OCM Version to 0.24.2-dev This makes sure that the branch contains the next valid version. This is a patch bump, intended to allow creation of the next patch release without manually incrementing the VERSION. Co-authored-by: ocmbot[bot] <125909804+ocmbot[bot]@users.noreply.github.com>
