Build Failure Root Cause

k8s.io/client-go v0.36.0 added a HasSyncedChecker() method to the ResourceEventHandlerRegistration interface. sigs.k8s.io/controller-runtime v0.23.3 doesn't implement it:

handlerRegistration does not implement "k8s.io/client-go/tools/cache".ResourceEventHandlerRegistration
(missing method HasSyncedChecker)

controller-runtime v0.24.0 (which would support k8s.io v0.36.0) has not been released yet. The main branch uses k8s.io v0.36.0-beta.0 but no release-0.24 branch exists.
