fix(ci): move zizmor and bandit checks under merge_group trigger

What does this PR do?

This PR moves Zizmor-Scan-PR and Bandit-Scan-PR from pre_commit.yml to test_precommit.yml as latter has merge_group as a trigger - this will allow to use Zizmor and Bandit scans into status check.
