The tag snapshot carries the patch-release record while the final record on main is publish-existing; different run ids across those two kinds are valid (0.41.2 is the first release that actually took this path). The validator now accepts the two-phase shape and still rejects unexplained id mismatches.

Final closure for 0.41.2: release:evidence:check failed on 'tag and final evidence ids differ' because the tag snapshot is the patch-release record and the main final record is publish-existing. The validator now accepts the two-phase shape (with a test); the real v0.41.2 evidence passes locally.
