[feature request] Allow setting the local buffering size

Is your feature request related to a problem?

Azure Monitor OpenTelemetry-based offerings cache telemetry when an application disconnects from Application Insights and retry sending for up to 48 hours.

Currently there is a hard limit of 50MB.

Please allow the developers to set the offline local storage limit using some app setting or environment variable.

What is the expected behavior?

Applications should be able to buffer more data for long outages (DR scenario for example).
