Renames the workflow and script directory from flaky-test-fix to flaky-test-remediation, including build paths, artifact names, concurrency group, script references, and documentation. The canonical progress branch was also renamed upstream from otelbot/flaky-test-fix-progress to otelbot/flaky-test-remediation-progress.

Even if it gets the fix wrong (which it hasn't been super spot on), it still puts together a pretty decent summary of the problem and linking to the evidence, and we can work on the fix from there.
