Port PR dashboard issue automation from instrumentation

Ported from instrumentation:

• https://github.com/open-telemetry/opentelemetry-java-instrumentation/blob/main/.github/scripts/pull-request-dashboard.py
• https://github.com/open-telemetry/opentelemetry-java-instrumentation/blob/main/.github/workflows/pr-review-dashboard.yml

Need to setup COPILOT_GITHUB_TOKEN env var and protected environment, which the workflow depends on.
