Adds a scheduled stale workflow for pull requests only.\n\nPRs with no activity for 14 days are marked stale, with a friendly note thanking contributors and explaining that a comment or new commit will keep the PR open. If there is still no activity after another 14 days, the PR is closed as inactive. Issues are explicitly disabled for this workflow.
