Related to #3041

Changes

This PR promotes process attributes to release_candidate.

This work is part of process stability.

Doesn't promoting metrics' stability require their associated entities to be on the same stability level too? Or is the plan different here from what was shared at #3564 (comment)?

Yes we should make the process entities RC also, however, this comment mentions not stabilizing process executable. So for now lets just make Process RC?
