This pull request updates release automation by adding GitHub workflow definitions for release PR creation, release PR updates, and release tagging, plus a release review prompt for Codex. It centralizes release-related CI logic under .github/workflows/ and adds guidance under .github/codex/prompts/ to support release reviews. No runtime code changes are included.
With this enhancement, the project maintainers can trigger the release PR creation at https://github.com/openai/openai-agents-python/actions, and when the PR is merged, the release tag for it would be automatically created.
