As a SURFACE CDMS user, I want processes that have been develop to work with the Climate Data Model (CDM) to also work with SURFACE databases

Acceptance criteria

Implementation of mappings for SURFACE to/from CDM
Units tests demonstrating that mappings are bi-directional without data loss
