feat: Add script for reporting maintenance chart pass/fail coverage

When can I expect my changes to be merged?

Our goal is to get community contributions seen and reviewed as efficiently as possible.

However, the amount of time that it takes to review and merge a PR can vary significantly based on factors such as:

• The size and impact of the changes that it introduces
• The need for product review
• Maintenance status of the parent repository

This is awesome. I think I'm going to put this in a weekly? biweekly? cron job, and make a PR to update this chart in the README (probably in the "Submit documentation issues" section). I'll write that up Friday.

The Site Ops dir doesn't bold the maintenance chart title, and the Community pages have no maintenance charts at all. I'll fix this so we get a more accurate report.
