In Send an Email Message to Course Participants, the steps do not reflect what I see.

This may be because bulk email isn't enabled on the sandbox. This should be re-tested on an instance confirmed to have bulk-email enabled.

Failing step: Send an Email Message to Course Participants Immediately > Step 1
Failure: Bulk email enabled and section re-tested. Still fail, there is still no 'email' selection in the 'Instructor'

Could you try disabling the "Require course email auth" part of the flag?

Yes, if you uncheck "Require course email auth", bulk email will be enabled for all courses.

If you keep "Require course email auth" checked, you need to visit /admin/bulk_email/courseauthorization/ and individually enable bulk email per course.
