One step is missing. Without it, I've seen people "export" multiple times without actually downloading/saving their backup!
To this existing text:
To export your course, follow these steps.
1 From the Tools menu, select Export.
2 Select Export Course Content.
ADD:
3. Click "Download Exported Course" once the export has completed to transfer the .tar.gz file to your computer.
