[Improvement] The Roles and Permission option doesn't open in a new tab

Description

Based on openedx/openedx-authz#238, the Roles and Permissions option should open a new tab, and it reloads the current tab.

Note

This visualization is over a waffle flag, so to see it, you should enable: "authz.enable_course_authoring"
