Fix: Misc Certificates UI Notes

The backend is not yet complete, but adding some UI thoughts so we can get started on some fixes before we can do full testing.

This ticket contains a list of requested changes to the Certificates tab

• Add bulk exceptions tab to the "Grant Certificate Exceptions" modal
• Correct the "Grant Exceptions" and "Invalidate Certificates" modal to match design:

Details:

• Add divider line under header
• Reduce padding around the sides so smaller viewports don't require internal scrollbars
  For Grant Exceptions:
• Change title of modal "Add to Exceptions List"
• main tool is for a single learner. The text entry field should be single line and it should be one student per exception UNLESS using the bulk exception upload option
• Add text: Set exceptions to generate certificates for learners who did not qualify for a certificate but have been given an exception by the course team. After you add learners to the exception list, you must Generate Exception Certificates.
• Add bulk exception CSV upload tab with tooltip:

For Invalidate Certificate:

• tool is for single learner: rename modal from "Invalidate Certificates" to singular "Invalidate Certificate"
• Modal should have two text entry fields

• Change icon for "Invalidate Certificate" to the "Cancel" icon from Paragon
• Add overflow menu (three dot menu next to "Invalidate Certificates" should expose a dropdown menu with one item: "Student Generated Certificates"
• Change the Student Generated Certificates to match design
