Currently, in both the legacy and new MFE Instructor Dashboard, instructors can grant exceptions to learners in the audit track. This seems odd: learners in an audit track cannot be granted a certificate, even if they have granted exceptions.
Before removing the ability to grant an exception to an audit-track learner, we should make sure there wasn't intentionality in keeping this functionality before proposing the change. Depending on the finding, we will keep behavior as is, or propose the change to the Product WG.
