Abstract Action Card

In order to use in upcoming PRs the reusable component created on data downloads [PR](https://github.com/openedx/frontend-app-instruct/pull/77/files#diff-25bf96313d2a1e6b5d61578f8fa6f8afcf5ddc138e6c2bd615879a01c7697722), we abstract the code from Action Card so it can be also used on Grading PRs
