Several of the test purposes in the test suite contain the phrase "standard conformant to the ModSpec", "standard conformant with the ModSpec" or "conformant standard", e.g.

The phrasing suggest that the standard under test is already conformant to the ModSpec. However, the standard is under test at that point, and hence its conformance is not yet determined yet.

Remove "conformant to/with the ModSpec".

In addition: the test purposes should be targeted a single standardization target, that is, a standard, So e.g. not

Validate that every standard defines and identifies a core set of requirements as a separate requirements class with a corresponding conformance class.
