Description of what I changed

This PR updates the Transifex configuration for the htmlformentry module
to align with the new Transifex CLI format.

This follows the same approach used in:

  • RA-2019 (coreapps)
  • RA-2020 (radiology-module)

Build verified locally using mvn clean install -Dmaven.test.skip=true.
No functional or translation changes are included.

The htmlformentry module has already been fixed to apply to these conventions, this is not needed.
