Revert "Bump eslint from 8.57.1 to 9.37.0 (#76)"

eslint v9 introduces a config breaking change, so we delay the upgrade for now.
Also, to fix deps resolution after a partial dependabot update MR, this bumps
typescript-eslint/parser to match eslint-plugin .
