目前提供的 charts 为 all in one 结构，只能有一个业务命名空间承载 server
希望把 charts 拆开，分为两大类
- 集群级的 charts，比如 crd 等只能配置一次的
- 业务命名空间，承载 server、ingress 等 资源，可以创建多个，每个命名空间使用自己的 server，可以做到产品、环境独立
