Here is my envisioned ideal solution for this issue, you don't need to address all of them, each PR should address part of one of them.

• playing sounds sync in all versions of python notebook
• playing sound async in all versions of python notebook
• playing sound sync in Google Colab
• playing sound async in Google Colab
