pre-commit.ci for auto-fixing formatting

pre-commit.ci would be great for auto-fixing formatting (e.g. newer black versions having a slightly different take on syntax). Since there is overlap with the existing linting and checking and formatting infrastructure, it should be integrated in a way which doesn't duplicate checks or leads to CI infighting.
