Description

This PR adds prompts to help generate release notes using AI tools like Claude Code or Kiro. It adds a Claude Code slash command but the prompts

This allows us to use AI to create the release notes consistently between versions and across different maintainers. They are geared toward Claude but also works for other tools like Kiro.

I used Claude Code to generate the release notes for Data Prepper 2.15.0 in #6731. I also tested this in Kiro CLI and it gave fairly similar results.
