Is your feature request related to a problem?

As an OpenSearch operator, it would be useful to have an audit of what settings were changed in a cluster, when and by whom. Currently, the audit log feature of the security plugin has no category to track changes to settings of the OpenSearch cluster or of index settings.

I would like to see a new category for audit log messages that tracks when settings are changed in the cluster. The message should contain both the previous and the new value.
