NE-2779: Implement Gateway API management mode

This PR creates a Gateway API management mode. It respects the API configuration, disabling the protection of CRDs for Gateway API but also the built-in Gateway API controllers in case a user decides to have an unmanaged Gateway API on their OpenShift cluster
