Why are we saying 1,200MiB/s while https://docs.cloud.google.com/compute/docs/disks/hd-types/hyperdisk-balanced-ha#size_limits says 2400?

at the begining of the GCP PD CSI guide there is a sentence that needs to be updated: GCP PD CSI driver supports the C3 instance type for bare metal and N4 machine series. The C3 instance type and N4 machine series support the hyperdisk-balanced disks. |

@lpettyjo, please add a warning that VAC (VolumeAttributesClass) does not work at the moment with the HDHA. |
